Though called a dust shield, as it sits in the front hub, it's better known as "the piece that makes the angle drive work". The recessed hole on the backside of this part accepts the drive shaft from the angle drive that makes the speedometer work. It, along with the angle drive and the lower cable, are the most common causes for speedometer bouncing or outright failure.
